The panel has sought for months to question Maxwell, who is serving a 20-year federal sentence for helping Jeffrey Epstein traffic and sexually abuse teenage girls.
Committee Chair James Comer told Politico he will not send staff to meet with Maxwell since she intends to decline all questions.
Democrats on the panel, meanwhile, have raised concerns about why Maxwell was moved to a minimum-security federal prison camp shortly after agreeing to sit for an interview with Deputy Attorney General Todd Blanche.
